I assume here following:
1. You know how to use ftp clients for uploading and downloading files remotely
2. You know how to phpMyAdmin.
3.You have access to your both hosting control panels.
4. You have already setup your new domain to a location and dns settings propagated on www

Step 1 Download the files and folder from root of your current web server

Step 2 Upload or ftp downloaded files and folder to root of your new we server

Step 3 Export the mysql database with phpMyAdmin

Step 5 Import the export file of database to the new mysql location via phpMyAdmin
 
Step 6 Edit wp-config.php for DB changes. Replace TO_REPLACE in folowing lines of your file with your server settings  

// ** MySQL settings - You can get this info from your web host ** //
/** The name of the database for WordPress */
define( 'DB_NAME', 'TO_REPLACE' );

/** MySQL database username */
define( 'DB_USER', 'TO_REPLACE' );

/** MySQL database password */
define( 'DB_PASSWORD', 'TO_REPLACE' );

/** MySQL hostname */
define( 'DB_HOST', 'TO_REPLACE' );


Step 7  Make  <rootFolderOfYourWebServer>/wp-content/uploads writable

Step 8  Go to phpMyAdmin and open data view of table wp_options (Here in table name 'wp_' can be some other prefix but 'options' is suffix so choose accordingly).

Step 9  Execute the following sql in  phpMyAdmin  

UPDATE wp_options SET option_value = 'http://YOUR_NEWDOMAIN_URL' WHERE option_name = 'siteurl' OR option_name = 'home'';  


Step 10 Open the url in browser. You will see your site home page running on your new domain also.

Step 11 Now go to http://YOUR_NEWDOMAIN_URL/wp-admin. Login with your admin details of old domain.

Step 12 On Dashboard Go to Settings -> Permalinks menu. Select 'Plain' option under common setings and Save changes

Step 13 Now go to your site home page and start clicking all the menu items, blog posts, widgets links etc. Do complete testing that all data is correct.

Step 14 Now go back to admin Dashboard Permalinks menu. Now select your old option under custome settings and save changes. Now test your site again for the links on home page. All working ....

Step 15 For next level of testing right click and check view source and check if anything point to old domain. Update the references via wordpress admin panel. Also check browser console for any type of Javascript errors or Css related issues.

Your new domain is functional.
